Create Conversion Goal - Markifact

Create a conversion goal in a Microsoft Ads account’s shared goal library. URL, event, duration and pages-per-visit goals all need a live UET tag on the site, so check microsoft_ads_list_uet_tags first. Microsoft has no delete for goals, so a goal is retired by pausing it.

`name`	string	Yes	-	Goal name, up to 100 characters. Must be unique across every conversion goal belonging to the same customer, not just this account.
