Returns the portfolio bid strategies, each with bid_strategy_id, name, bidding_strategy_type, targets, associated_campaign_type and association_count.
Fields: bid_strategy_id, name, bidding_strategy_type, max_cpc, target_cpa, target_roas, target_impression_share, target_ad_position, associated_campaign_type, association_count, currency_code
